Does Austria opt into EU Inc?
Austria is where the EU Inc campaign was partly born — Austrians Andreas Klinger and Susanne Knoll drove the original grassroots initiative — and the domestic debate is unusually loud. An open letter to Justice Minister Anna Sporrer signed by AustrianStartups CEO Hannah Wundsam, Speedinvest founder Oliver Holle and other ecosystem figures urges support, while the Chamber of Labour (Arbeiterkammer) objects on co-determination and identity-verification grounds. The government itself has published no position; the regulation is not yet adopted and Austria will vote in Council by qualified majority.
The domestic benchmark is the FlexCo (Flexible Kapitalgesellschaft, FlexKapG), introduced in 2024 precisely to fix the notarial cost and rigidity of the GmbH — the same friction EU Inc targets at EU level, since Austrian notarial formalities would not apply to it.
