Does Croatia opt into EU Inc?
Croatia has published no government position on EU Inc, and no Croatian startup association has taken a visible public stance. Coverage so far is informational: the Croatian business press (e.g. Lider) has presented the 48-hour, no-minimum-capital proposal to domestic founders without a policy verdict. The regulation is not yet adopted; Croatia will vote in Council by qualified majority.
The default domestic vehicle is the d.o.o. (društvo s ograničenom odgovornošću), with the low-capital j.d.o.o. simplified variant as the budget entry point for new founders.
