Does Finland opt into EU Inc?
Finland is one of the few member states with a positive signal on the record: its Council contribution states “we support the objectives of the proposal”, while flagging investor protection and anti-abuse safeguards and noting that national parliamentary scrutiny is still ongoing (Council working document WK 9143/2026). The government’s Ministerial Committee on EU Affairs discussed the file on 22 May 2026 and will publish its formal position after plenary treatment. The regulation is not adopted; the Council decides by qualified majority.
