Does Luxembourg opt into EU Inc?

Luxembourg is one of the few member states with a published signal: in May 2026 it co-signed a Benelux non-paper with Belgium and the Netherlands that welcomes the EU Inc proposal — and even argues it could have gone further towards a genuinely supranational framework — while demanding safeguards on KYC/AML controls, employee participation rights, and the primacy of financial-sector legislation. Supportive but conditional; the regulation is not yet adopted and will be decided in Council by qualified majority.
