Does Portugal opt into EU Inc?
Portugal’s ecosystem has taken a public position: Startup Portugal, the national startup association, welcomed the Commission’s consultation and published its own 28th-regime vision — an optional harmonised company form with startup-friendly rules on stock options, minimal share capital and standardised equity instruments. No Portuguese government position has been published, and ecosystem support does not commit the state: the regulation is not yet adopted and will be decided in Council by qualified majority.
The default domestic vehicle is the sociedade por quotas (Lda.), the private limited company under which most Portuguese startups incorporate.
