Does Sweden opt into EU Inc?
Sweden is among the few member states with an official assessment on record. The government’s fact memorandum 2025/26:FPM89 judges the proposal proportionate and simplification-oriented while flagging the insolvency provisions for the negotiations, and the Riksdag cleared it on subsidiarity by 197 votes to 149, over a reservation from the Social Democrats, Left and Greens centred on the Swedish labour-market model. A favourable baseline, not a final vote: the regulation is not adopted, and Council decides by qualified majority.
