European Commission publishes the EU Inc proposal

The European Commission published its proposal for EU Inc, the optional EU-wide legal form known as the “28th regime” (COM(2026) 321). The text targets registration in under 48 hours for under €100, with no minimum share capital, a single digital window across national registries, and harmonised EU-ESO stock options taxed at sale.
