Irish legal experts voice optimism on a 28th regime deal during the presidency
EU Inc is a proposed regulation (COM(2026) 321), not yet adopted.
At a June 2026 Irish Centre for European Law webinar, speakers expressed confidence that a final agreed text on the EU Inc regulation could be reached during Ireland’s Council Presidency (second half of 2026). Former minister Lucinda Creighton and an adviser to Justice Commissioner Michael McGrath argued the proposal carries a level of backing earlier attempts lacked — pointing to its digital-first design and explicit employment-law safeguards — while academics called it a genuine milestone that is not without flaws.
