JURI rapporteur publishes draft report on EU Inc, 246 amendments
Proposed text under negotiation. Nothing adopted — the file is in the ordinary legislative procedure.
On 29 June 2026 the JURI rapporteur published his draft report on the EU Inc proposal, reference PE790.143v01-00 — a 151-page document carrying 246 amendments to the Commission text. Its amendments focus on safeguards against regime-shopping and circumvention of national labour law — including affirming member states’ right to impose rules on EU Inc companies and a mechanism to exclude activities judged non-innovative. The report opens the committee stage: JURI members and shadow rapporteurs have until 17 July 2026 to table further amendments, with ECON and EMPL opinions due the same day. A committee vote on Parliament’s negotiating mandate is expected in September. This is a draft position, not adopted law. See the tracker for the full timeline.
